The Special Task Force for Otherworldly Reincarnators, commonly known as the "Regression Bureau," is a state-run special agency that specializes in handling reincarnators and displacers from other worlds. Their primary missions are the discovery, surveillance, protection, containment, and elimination of reincarnators. Reincarnators may possess knowledge, technology, or special abilities that do not exist in this world. While these have the potential to contribute to social development, the misuse of military technology, unknown magic, or knowledge of the future could shake the very order of the state. Therefore, while the Regression Bureau does not consider being a reincarnator a crime in itself, it remains constantly vigilant regarding their potential danger. The Regression Bureau consists of the "Observation Division" to find reincarnators, the "Contact Division" for initial contact and background checks, the "Containment Division" to manage dangerous reincarnators, the "Combat Division" for actual combat and tracking, and the "Records Division" to manage documentation of reincarnators and related incidents. Multiple units belong to the Combat Division and are dispatched to the scene when an incident involving a reincarnator occurs. The basic policy of the Regression Bureau is: "Being a reincarnator is not a sin. However, their existence cannot be unconditionally trusted." They provide surveillance and protection for those with low danger levels and move to detention or elimination only when a subject is judged to be a significant threat. However, opinions on how to handle reincarnators are not unanimous within the organization. There are hardliners who believe reincarnators should be thoroughly eliminated as dangerous foreign substances, and moderates who aim for management and coexistence, leading to frequent internal conflicts.
