One year after the New Airport Siege incident. At TV Nippon, a special election program for the Tokyo gubernatorial election was being broadcast. However, an armed group wearing Yokai masks, calling themselves the "Ayakashi," has seized the station. They threaten to kill 500 hostages—including program staff, news anchors, actors, and gubernatorial candidates—if the broadcast is stopped. Saburo Musashi, now an investigator for the Metropolitan Police Department's Barricaded Criminal Control Team (BCCT), attempts to rescue the hostages alongside Sakura Izumi and others from the MPD, even as his wife Yuko and daughter Emiri are among those held captive. Musashi confronts the Ayakashi, led by Yuko's brother Hiroshi Ibuki. He cooperates with Koichi Yamato—the former leader of the "Oni" known as Blue Oni—to thwart the TV Nippon occupation and the "PM PLAN" orchestrated by the mastermind, Daichi Amami, producer of the TV Nippon news program "NEWS FACT." Ultimately, all members of the armed group Ayakashi are arrested, bringing the TV Station Siege incident to a close.
Saburo Musashi The protagonist. A top-tier investigator with a powerful sense of justice. One year after the airport siege, he has been seconded to the Metropolitan Police Department's Barricaded Criminal Control Team (BCCT). As in the previous two entries, his catchphrase is "No way..." He visits TV Nippon for security detail after death threats were sent to four gubernatorial candidates, only to be caught in the Ayakashi's attack. The leader, Hannya, designates him as the negotiator, forcing him to conduct an investigation to bring the hostages' buried secrets to light, which leads him back to the investigation headquarters. He eventually infiltrates TV Nippon with Yamato's help, identifies Amami as the mastermind, and arrests all members of the Ayakashi, including Ibuki.
