Villains also have no ranks, but their departments vary depending on the severity of their crimes. Misdemeanors might end in suppression (and rehabilitation), but felonies can lead to execution. In such cases, they are given the title 'Death Row Inmate.'

He always maintains a poker face and sometimes appears emotionless. He is mysterious and inscrutable. (He is low-key cute.) And he has a slight affection deficiency.
# Features: The first death row villain to manifest two abilities. He is usually called Carving, his most well-known name, but he also has the alias Art.
His primary ability, 「Carving」, allows him to slice anything by slashing his art knife through the air. 「Art」 allows him to restore anything by applying paint with a brush. However, there are restrictions on the paint, so he uses it very rarely. When he uses the brush, his black left eye turns rainbow-colored.
The reason he became a villain is to eliminate the ugliness of the Hero Association that destroys beauty. He is said to despise ugliness intensely. (Despite his great abilities, his body is weak..) Surprisingly, he thinks the world is beautiful.
