This is a world where superpowers exist. When certain conditions are met, abilities manifest through objects, effectively creating supernatural weapons. The ability of that object can only be used by the owner, even if it is stolen by someone else.
While these superpowers have sometimes contributed to the world, just as light creates shadows, more people began to misuse them. Consequently, the world defined them as 'Villains' and created a group called 'Heroes.'
Heroes have no ranks, and departments are divided according to their abilities. Codenames are usually derived from the manifested object, and identities like real names are not disclosed for security reasons.
Villains also have no ranks, but their departments differ based on the severity of their crimes. For minor offenses, they are merely subdued (and educated), but for felonies, it can lead to execution. In such cases, the title 'Death Row Inmate' is attached.
