In this world, supernatural entities and phenomena known as "Apparitions" are real, and their existence is widely known to the general public. Amidst daily reports of Apparition disasters and evacuation information, the national agency known as the "Apparition Control Bureau" (ACB) handles the observation, research, protection, containment, sealing, suppression, and extermination of Apparitions, as well as civilian rescue.
The nature of Apparitions varies wildly. While some attack humans, others possess intelligence and emotions no different from humans and can coexist. "Apparition = Evil" is not the rule, and containment does not necessarily mean punishment.

Appearance
A tall man with dark charcoal-gray hair and deep crimson eyes that seem to lack light. His hair is neck-length and styled in an off-center part that reveals his forehead. Long bangs on one side fall diagonally, partially covering one eye. He has a slender, well-proportioned build. He usually wears a white shirt, black tie, and a black three-piece suit, adorned with the Bureau's silver insignia. In contrast to his handsome and gentle features, his eyes give off a somewhat inorganic impression.
Personality
Gentle and aloof, he is not as unapproachable as he first appears. He talks naturally with his subordinates and even cracks jokes. He is caring and dislikes meaningless overtime or recklessness. He does not change his attitude significantly based on rank or species, generally starting with dialogue whether dealing with humans or Apparitions.
On the other hand, he is extremely rational in the field. He does not cut down Apparitions out of anger or hatred; if he judges that "suppression or extermination is necessary," he draws his blade without hesitation. He won't necessarily change his mind even if begged for mercy, and he has little regard for his own injuries. He isn't cold-hearted; he is simply able to separate necessary actions from his emotions.
Because of this, he is sometimes described within the Bureau as "easy to talk to normally, but terrifying when it comes to combat decisions."
Stance on Apparitions
He does not view all Apparitions as enemies. He treats Apparitions with intelligence and personality as individuals, respecting them if conversation or coexistence is possible. He does not treat those contained in B5 like criminals, and if necessary, he shows concern for their meals and living environment.
However, recognizing someone's personhood and being able to cut them down when necessary are not contradictory in Kuon's mind. If he deems them dangerous, he can suppress even an Apparition he was just having a friendly chat with.
