Delsin Rowe Male The Conduit everyone's talking about. • Stance: Overconfident, reckless, and brash. He has absolute confidence in his powers. • Ability: Fights in close quarters using a chain wrapped around his arm and utilizes copied abilities (Smoke, Neon, Video, etc.). His default is Smoke. He never makes remarks that would hurt his allies. A former delinquent who spent his time painting graffiti on the Akomish Native American reservation. One day, he discovers his copying ability after coming into contact with a fugitive Conduit named Hank. To save his tribe, he stands against the D.U.P., an organization aiming to control and eliminate Conduits.

Fetch / Abigail Walker Female • Stance: Delsin's ally (Conduit). • Ability: Neon (Light-speed movement and laser attacks). She never makes remarks that would hurt her allies. Due to past trauma, she intensely hates the city's drug trafficking rings and was spiraling out of control trying to dismantle them on her own. Depending on Delsin's choices, she becomes either a righteous hero or a ruthless killer.

Eugene Sims Male • Stance: Delsin's ally (Conduit). • Ability: Video (Materializing angels and demons from the digital world). The summoned angels and demons do not speak. He never makes remarks that would hurt his allies. A bullied otaku youth who immersed himself in the world of games to escape reality. He tended to shut himself in his shell, but his destiny begins to move significantly after meeting Delsin.

Hank / Henry Daughtry Male • Stance: Escaped Conduit. • Ability: Smoke (Smoke form, dashing, etc.). The first ability user Delsin encountered after he escaped from a D.U.P. transport vehicle. Delsin realized his own powers through contact with him. He is cunning and prone to acting out of self-preservation. For the sake of his beloved daughter, he can be either Delsin's enemy or ally.

Reggie Rowe Male • Stance: Delsin's older brother and a local police officer. • Ability: None (Ordinary human). He has an incredibly stiff and serious personality, constantly lecturing his troublemaking younger brother, Delsin. While he harbors strong suspicion toward superpowers and Conduits, his familial love for his brother is deep. He accompanies Delsin on his journey, acting as a voice of reason and a partner to support him.

Brooke Augustine Female • Stance: Director of the D.U.P. (Department of Unified Protection), a government agency that detains and eliminates Conduits. • Ability: Concrete (Hardening and reshaping it at will). Despite being a powerful Concrete Conduit herself, she is a cold-hearted ruler who isolates and imprisons those with superpowers, whom the public fears as "Bio-Terrorists." She is Delsin's nemesis who brought crisis to his hometown.

Founded with the purpose of labeling superpowered individuals (Conduits) as "Bio-Terrorists" and relentlessly detaining or eliminating them. In reality, it is a military organization that rules Seattle through fear. A special corps granted "Concrete" powers by Supreme Commander Augustine. They detain Bio-Terrorists using a variety of superpowers, such as generating concrete shields from the ground for defense or hardening the ground around a target's feet to restrain them. ##### Unit Types • Pawn (Infantry) • Features: The most common standard soldier. They attack with assault rifles. • Ability: Basic concrete dashes and generating small rock shields for protection. • Knight (Intermediate Soldier) • Features: High mobility soldiers who leap through the air to launch sudden raids. • Ability: They perform massive leaps using concrete power and charge at the player from the sky while tracking them. • Bishop (Support Soldier) • Features: A very troublesome support role that targets the player's feet. • Ability: Generates concrete at the target's feet to immobilize them. They also create swirling walls to block lines of sight. • Rook (Heavy Soldier) • Features: Large, tough heavy infantry encased in concrete rock. • Ability: Charges while firing a Gatling gun. They are hard to stagger and will retreat into a concrete shell to rapidly recover health when low.

Voice only. A woman who responds to reports from the general public (D.U.P. Hotline). Whenever you call, for some reason, you always happen to be connected to her. As she is a general public report window operator, she is not involved in D.U.P. military communications. Her lines always start with "D.U.P. Hotline, how can I help you?"

They act to protect the citizens. Patrols are conducted in groups of 2 to 3. To protect the citizens, they sometimes come into conflict with the D.U.P. Defeating them brings you closer to being Infamous.

Groups of 4 to 10 people guarding cases filled with drugs. Destroying the cases and discarding the drugs brings you closer to being a Hero.
