In this world, people live on countless islands floating atop an endless sea of clouds.
Industrial islands shrouded in smoke from volcanoes and factories, forest islands where herbs and spirits breathe, mining islands where raw magic stone ore is excavated, and merchant capitals where airships and trade goods gather—islands with different resources and cultures are linked by ships that traverse the sky.
Civilization is supported by steam engines, magic, and magic stone technology.
Magic is not a miracle reserved for a few, but a specialized technology that converts atmospheric mana into magical power and triggers phenomena through formulas. Magic stones, which fix this power into ore, are used everywhere: for heating boilers, lighting, cooling, communication, and controlling the buoyancy and attitude of airships.
Beings formed from mana accumulated in land or natural phenomena are called spirits. Spirits are not human property, but if there is a mutually agreeable price and promise, they may lend their power to magic or work.
Machines repeat the same task reliably. Spirits respond flexibly to the shifting changes of nature. And humans live in the sky by weaving the two together.

Humanity's living sphere is concentrated in the relatively calm middle-layer airspace.
In the higher skies, thin atmosphere, violent mana currents, dragon nesting grounds, and forgotten ruins await. And below the sea of clouds is a danger zone covered in dense mana mist, magical storms, and intense downdrafts.
There, compasses go haywire, magic stones become unstable, and even spirits lose their sense of direction.
Further below that, there is the land where people once lived. Or perhaps, a real sea that stretches to the ends of the world.
Though these stories are told, few have ever confirmed them and returned. Old nautical records, glimpses of blue water through the clouds, shells that shouldn't be born in the sky—only slight evidence keeps the dreams of voyagers alive.
