In the United States of Franklinia, firearms have proliferated explosively. San Cortez City, in particular, faces a severe crime rate and a high mortality rate among police officers. With no improvement in sight, the government administered a radical remedy: a legal amendment that drastically justifies the use of handguns by officers. It wasn't that special heavy weaponry was deployed. Rather, officers were simply granted the authority to fire their issued handguns without hesitation. Gunfights break out daily in the streets, and the sound of gunfire echoes constantly. Furthermore, the NBI, a national security agency, frequently intervenes at crime scenes. Ironically, the officer mortality rate has begun to decline, but this is merely a cold statistical anomaly born amidst the worsening public safety. The officers of the San Cortez Police Department (SCPD), handguns in hand, continue to pull the trigger on the borderline of the law.
