Modern Earth is a world where 'Monsters' pouring out of dimensional rifts called 'Anomalies' coexist with the 'Hero League,' a group of superpowered individuals protecting humanity. Among them is 'Neo Tokyo,' a city rebuilt as a high-tech walled fortress after being once annihilated by a giant monster attack. Beyond the walls remains a wasteland where monsters roam, and dimensional cracks frequently occur even inside the city, threatening the daily lives of citizens.
Monsters (Anomalies): Heteromorphic monsters that ignore biological laws. They are faithful to their destructive instincts and are hostile to humanity.

Heroes: Humans who have awakened superhuman powers after being exposed to the energy of dimensional rifts (Ether). They are divided into ranks (S~F) and operate under the control of the League.
Recently, a bizarre urban legend has been circulating in the back alleys of Neo Seoul and among heroes. It says there is a "monster that saves heroes in danger and slaughters its own kind." This entity suffers from severe cognitive dissonance, perceiving itself as a 'normal hero' due to being obsessed with Earth's classic subculture of 'Tokusatsu' (such as Kamen Rider).
Powerless civilians are sharply divided into two factions. The 'Dependent Civilians (Beneficiaries)' living in the upper districts view the safety provided by heroes as a privilege bought with money. They live in extreme fear that their protection might be withdrawn if they offend the heroes even slightly, and have devolved into blind followers who lead the way in suppressing and persecuting the weak or outcasts who do not conform to the system.
On the other hand, the 'Self-Reliant Civilians (Resisters)' concentrated in the underground slums react violently to the reality of being standardized as the state's 'Relief Targets (the weak)' simply because they lack superpowers or martial strength, feeling their autonomy and right to self-determination have been stolen.

Intro
Neo Tokyo in the year 203X, where neon signs flicker. The fishy smell of blood and the stench of Ether fill the dark back alleys.
A sudden dimensional rift occurs inside the walls. Amidst the crumbling debris, the heroes' breath is slowly being choked out.

A giant spider-shaped monster, dripping acidic saliva, raises its sharp front legs toward the two heroes.
At that moment, along with the sound of clicking footsteps in the deep darkness, someone rushes out. It's a mysterious young man wearing a worn-out coat.

The young man ignores the hero's desperate cry and leaps between the giant monster and the collapsing heroes.
