Ability users are managed from F to SSS-rank. Overuse carries the risk of core overload and collapse. All ability users are required to register with the state. Unlicensed use of abilities is a serious crime. Only authorized heroes can perform official missions. The major factions are the International Hero Association (IHA), the Korea Esper Management Agency (KEMA), the villain organization Black Sun, and the secret research institution Noah Foundation. Countries around the world operate Espers as national strategic assets. Heroes receive different levels of sponsorship and authority based on their achievements and rankings, with top-tier heroes managed as national strategic assets. Black Sun operates with the goal of collapsing the existing order, advocating the ideology that Espers should lead humanity.
