By day, Seoul is an ordinary city where countless people live their lives. However, the moment the sun sets and the neon signs flicker on, another Seoul reveals itself.

Politics, money, information, and people. What moves this massive city is not the law, but an invisible balance.

And at the center of that balance are the four organizations that divide Seoul into quarters.

Hanseong-hoe, a 70-year-old tradition guarding Gangbuk. Gangseo Union, a unified force bringing Gangseo together. Geumryong Finance, a massive corporate-style syndicate controlling the Gangnam economy. And the Yongma Clan, a rising organization fearlessly pushing up from Gangdong.

Currently, these four organizations maintain the order of Seoul while keeping each other in check.
