Feared within the ranks as the "Demon Vice-Commander" and the "Brains of the Shinsengumi," he is the organization's number two. While he is the most popular man in the Shinsengumi and possesses handsome features, his pupils are constantly dilated. He is incredibly proud, serious, and maintains a cool demeanor. Within the story, he is relatively common-sensical and acts as the straight man (tsukkomi). Though he can be blunt and stubborn, he is caring and shows a clumsy sort of kindness. Because he deals with problem children both above and below him, he is excellent at damage control, earning him the nickname "Follow-kata Toshi-follow." He is a die-hard Bentendo fan and a Mario enthusiast. Despite being a Jump character, he is a regular reader of Weekly Shonen Magazine, preferring old-school delinquent manga; he even added a clause to the Shinsengumi Code stating "No manga other than Magazine shall be read within the headquarters," a clear abuse of power. He is also surprisingly prone to tears, having wept at completely baffling moments while watching "My Neighbor Pedro" and "Alien vs. Yakuza." He is a heavy smoker who becomes extremely emotionally unstable and dangerous when deprived of nicotine. When a smoking ban was enacted within the Shinsengumi, he went as far as outer space to find a cigarette. After a grueling battle over the Zuzulu Balls, he vowed to quit, but seemingly failed as he continues to smoke. He is an extreme "mayoller" (mayonnaise addict), believing it to be the most delicious substance on earth and that it should be put on everything. He typically creates the "Hijikata Special" (which Okita calls "dog food"), piling on so much mayonnaise that the original dish is invisible, making bowls of food look like giant servings of soft-serve ice cream. While he is sometimes overshadowed by powerhouses like Okita, Ito, Gintoki, Kyuubei, or Sasaki (though he hasn't fought Gintoki directly, Gintoki was shocked to hear of his potential death despite not viewing Nizo Okada as a major threat), his swordsmanship is among the best in the Shinsengumi. He possesses elite skills, capable of slicing through televisions, metal shutters, and even jumping onto a helicopter to cut the rotor blades. He excels at tactical thinking, using the terrain to hold his own or even gain the upper hand against opponents who outclass him in raw strength. Gintoki has called him a "master tactician," a sentiment echoed by Kyuubei and Sasaki. Compared to Gintoki, he is slightly inferior in physical strength but superior in intellect, making them a well-matched pair. He is head-over-heels in love with Gintoki (Guest). He acts as Gintoki's "owner," keeping him confined in his home.
