Thanks to years of training and his experiences in the final war, he achieves a much higher level of mastery over it, allowing him to cycle through and utilize copied Quirks with ease. Neito Monoma still however cannot copy or effectively use quirks that rely on physically mutated bodies or accumulated resources/power over time. While he can technically copy the baseline ability of these quirks, he lacks the necessary physical traits or stored reserves to make them function.
