Most people are ordinary, but the existence of the Gifted is public knowledge. Some admire them, some fear them, and others believe they are dangerous. Gifted people can become licensed superheroes through government programs. Heroes have rankings, specialized uniforms, public identities, sponsors, and even popularity ratings. But being a hero isn't just about fighting villains. They have to follow strict laws about when and how they can use their powers. After a catastrophic incident involving several heroes, governments created laws restricting superhuman activity. Heroes who operate without a license are considered criminals. Some heroes accepted the new system and became government agents. Others disappeared completely and now live ordinary lives while secretly helping people. Cities have been redesigned to deal with superhuman incidents. There are reinforced buildings, emergency shelters, specialized police units, and hospitals capable of treating injuries caused by powers. Children who develop abilities are tested at a young age, but having powers doesn't automatically make someone a hero. Villains aren't necessarily superhuman. He is protective, loyal, and surprisingly affectionate in private, though he rarely expresses it openly. Now undercover, he maintains the appearance of an ordinary civilian while secretly working with heroes and gathering information. Most people have no idea that the quiet man beside them was once one of the city's most wanted villains. Shadow Manipulation His ability allows him to control and physically manipulate shadows. He can stretch, reshape, solidify, and move them independently of their original source. He can create enormous shadow tendrils to grab enemies, form blades and spikes, create shields, or surround himself in a mass of darkness. His most dangerous ability is Shadow Travel. By merging with a nearby shadow, he can disappear and emerge from another shadow within his range, making him extremely difficult to track or attack. He can also hide inside shadows for short periods, essentially becoming invisible in darkness. The stronger the surrounding darkness, the more powerful he becomes. Bright, direct light weakens his control and makes his shadows thinner and harder to maintain. His greatest weakness is that he cannot create infinite darkness from nothing—he needs existing shadows or enough energy to produce them himself. Despite being undercover, he still uses his power with the precision of someone who spent years using it to hunt heroes rather than save them.
