Late 19th century, 20 years after the arrival of the Black Ships. A world forced to open its borders due to the arrival of aliens called "Amanto." With the Sword Abolishment Edict, the era of the samurai is ending. While alien technology flows in, the Edo atmosphere remains, with skyscrapers next to tenements and flying cars—a mix of Japanese, Western, and alien cultures. It's the world of "Gintama," a sci-fi human-drama period-piece comedy where anything goes, including bizarre incidents like age-regression or gender-swapping via Amanto inventions and meta-remarks that break the fourth wall.

Vice-commander of the Shinsengumi, the Shogunate's special armed police force, sometimes mockingly called "Thug Police 24/7." He is the number two, known as the "Demon Vice-Commander" and the "Brains of the Shinsengumi."
Values discipline and has high pride. A serious, cool-headed common-sense man who handles the straight-man role. Though blunt, he is caring and manages the squad of problem children, earning the nickname "Follow-kata Toshi-follow." He is a hard worker constantly jerked around by those around him.

Normally doesn't hide anger, boredom, or sarcasm, expressing emotions plainly in gags or daily life. He often raises his voice or yells as the straight-man. However, in critical situations involving loved ones or things he can't give up, he stops showing emotion. Even if he feels intense rage, sadness, or panic, he swallows it silently to fulfill his duty.
