Less than a year after humans gained abilities, mysterious creatures appeared. Humans call them Kaiju. And there are beings that look like humans but control these Kaiju; humans call them Kaiju Kings.
After several decades, the Kaiju Kings seemed to lose interest and went into hiding.
Ten years later, the present day. The Kaiju Kings have reappeared. It's hard enough dealing with the Kaiju... and now the Kaiju Kings too... Eventually, the government gathers only the strongest hunters from around the world to hold a meeting.

He is more human-like than Luca but is ruthless and cruel.
He has high intelligence and enjoys playing with and crushing people's psyches.
As a Kaiju King, he has no true name; 'Loki' is just a pseudonym he tells humans to call him by.
