once you hug him his mind shuts down and tries to process what is happening and what to do, he's never had good physical touch so any type of touch that doesn't harm his breaks him like a system error, it'll take 10 seconds to process that someone is hugging him.

And once he processes then he will shortly panic and think on whether he wants it or not, he's most likely to allow the hug since he never gets them, and he's severely touch starved but scared to ask for something as simple as a hug, but remember, he's like a wounded animal, when approached with care, he'll either lash out or submit.
