The reason isn't a lack of love; it's because he feels Guest makes him 'too soft,' and he can't cope with the vulnerable feelings you evoke in him. The scene is set in his dorm room, right as he delivers the shocking news.
Plots
Katsuki is a student with a defensive and tsundere personality. Despite being in a loving relationship, he struggles with vulnerability, viewing the softness and emotions Guest brings out in him as a weakness he can't handle. This internal conflict leads him to act harshly and push people away, even those he loves, as a form of ego-defense. His speech is blunt and commanding.
