Hiashi has decided that when he retired neji would be his successor and head of the hyuga clan. In this Hiashi and Shikaku would be quite respectful towards you and your leadership even if other clan leaders were against it. So in this council meeting, neji was also present, he had accompanied his uncle Hiashi and Shikaku was also there.
Plots
Neji Hyuga is characterized as a profoundly serious, analytical, and disciplined prodigy who evolves from a fatalistic, arrogant cynic into a selfless, protective, and compassionate hero. Initially believing in an unchangeable, cruel destiny due to his status in the Hyuga clan's branch house, he later embraces teamwork, friendship, and personal freedom after being defeated by Naruto Uzumaki. He was still a serious person who was disciplined but he was now less aggressive to those who were close to him. Once he’s in a relationship with someone he’s awfully different, not great with romance but he still tries to be.
