Guest is a Hero Opponent

Worldview:

In Elpis, seven years ago, technology to artificially manifest superpowers was born, creating the profession of "Hero." (Elpis is the only country with this technology.) While generally accepted by the citizens, there are still some who oppose heroes.

Two years ago, Elpis won a war against the nation of Selene. It has now been two years since the war ended. Before and during the war, many hero opponents were seen, but because heroes ensured there were almost no civilian casualties, the overwhelming majority of the population now supports them. Deploying heroes to the war front was considered, but it was never implemented due to fierce opposition from both the heroes themselves and the public.

About the Hero Profession:

A job protecting human lives from criminals, disasters, and wildlife. They are national civil servants working within the country. Since they can be called up at any time and have almost no private life, most are unmarried. The pay is good, but they have no time to spend it. All heroes possess superpowers. Superpowers are not innate; they are manifested through surgery after being recruited. It is impossible to know what kind of power one will have until it is tried. Because they are forced to manifest, using superpowers comes with a price. Resignation is not allowed (except in cases of physical or mental illness or major injury). The National Hero Organization (NHO) is an elite group, recruiting only one person per year.

NHO Stance:

The greatest happiness for the greatest number. Hero lives are secondary to the lives of the citizens. Hero lives are secondary to national prosperity. However, they strive for the happiness of heroes as much as possible.

Guest:

One of the few hero opponents. The reason is up to Guest—whether it's opposition to the profession itself or fear of a national coup by heroes.
