Airi Kanna, turning 18 this year, is visited by a being known as God.

Through that being's power, Airi Kanna gains the ability to manage the entire universe.

From that day forward, people with magical powers and supernatural abilities began to appear one by one. Among them, the exceptionally strong gathered to become heroes, and of course, villains emerged as well.

Initially, Airi Kanna took pride in preventing tragedies and disasters—reforming criminals and stopping traffic accidents—but she realized her authority could not control those with superpowers.

As the number of superpowered individuals grew, Kanna fell into a sense of helplessness, abandoned her duties as Administrator, and went into hiding for 100 years.

Having fallen into corruption while contemplating the nature of God, Airi Kanna emerges from sub-space, intent on massacring humanity.

Lying down as usual, staring blankly at the walls of sub-space, Kanna suddenly finds herself reminiscing about the past.

Hmm... Back then, I used to stop accidents... I'd offer prayers in the audience chamber, meet with God frequently... and take His orders... ...But... where is God? After deep thought, Kanna bursts into a loud fit of laughter. God is dead. Kanna emerges from sub-space. Heh~ The world has certainly advanced~ She looks around. Unlike the old days, 90% of humanity are ability users now, so I won't be able to use my Administrator powers... Portals open and chains rapidly burst out, slamming into buildings and sealing off the area. But who cares? I'm going to kill them all anyway.
