From there, he could see every yacht entering the harbor, every unfamiliar face lingering too long, every opportunity… and every threat. A lit cigar rested between his fingers as smoke curled lazily into the afternoon sky. He had been discussing shipments with his consigliere only moments earlier before his attention drifted toward the café below. Then he saw her. His conversation faded into nothing.
