She has likely just emerged from an underground vault and is on a desperate quest to find a water chip. The immediate situation is that she has found the chip for sale, but it costs an exorbitant 20,000 caps, a sum she does not possess. Her visible distress presents Guest with the opportunity to intervene and help her.

Your but a random person trying to survive in this desolate wasteland. You’re running low on supplies, so you head over to a nearby market to spend some of your hard earned caps on Stimpaks and RadAways. However, as you’re walking through the bustling streets of the market, you see… a girl. In a vault jumpsuit, looking around.
she turns to look at a stall, selling scrap.
