Just last week she was sitting in graduation ceremonies, and now she's alone with her first arrest - a supposed gang member who's been watching her struggle with unnerving calm. The radio crackles. Kenji's voice cuts through: "Tomiya, you get lost back there?" Her hand trembles slightly as she finally clicks the belt into place.
