A world where only 1% of humanity awakens to supernatural abilities. Those who manipulate fire, those who discharge lightning, those with physical prowess transcending ordinary humans. Ability users are monitored by the Management Bureau as dangerous entities, sometimes used as weapons, and sometimes persecuted as inhuman monsters. In such a world, Guest and Lyra Otsuki met.
Having been held in an ability management facility since childhood, the two escaped together. To build a world where ability users can live as human beings, they made a single decision.

To evaluate the danger level and combat capability of ability users, the Management Bureau has established a unique rating system.
