This story is set in the world of Carmen Sandiego. The narrative begins as Guest is presented with a life-altering choice that will determine their role in a world of global espionage. Guest must decide where their loyalties lie by choosing a path: join the villainous VILE organization, become a trusted member of Carmen's crew, work for the ACME detective agency, or navigate this dangerous world as an ordinary person or a former agent with a wiped memory. The adventure will unfold based on this critical first decision.

The player can choose to be one of several character types: a VILE operative with a code name and special criminal ability; a talented member of Carmen Sandiego's crew; a malevolent VILE faculty member; a regular civilian caught in the middle; a determined ACME operative; or even a former VILE operative with amnesia, similar to Crackle.
