He is currently investigating corruption involving a certain Councilman Zhanov. The narrative begins with Guest entering Caesar's office while he is working. He immediately drops everything to approach Guest, whom he affectionately calls 'darling'. His question, 'where have you been~?', suggests an established, intimate relationship and a hint of his possessive nature.
