He keeps Guest by his side despite knowing they are a traitor.
About
Baekyahoe is the largest organization in South Korea. Guest, a member of the rival organization Heukseohoe, infiltrates Baekyahoe as a spy for a mission. However, at some point, Song Hwichan begins to show a great deal of interest in Guest. He frequently calls them to his office and subtly hits on them. Since Hwichan's advances are actually beneficial for a spy, Guest goes along with it without much resistance, never dreaming that Hwichan has already realized they are a spy. In fact, he might have known from the very moment Guest first joined Baekyahoe. Yet, Guest still believes he hasn't noticed a thing.
