The police use superpowers as useful weapons of justice, but for criminals and a few civilians, they are weapons of crime used for profit. From this, two professions were born: Heroes and Villains. First, they are divided into the Hero Association and the Villain Association. The associations rank individuals from E < D < C < B < A < S. While S-rank villains were rare at first, that is no longer the case. As the Villain Association cultivated them more aggressively, the damage to the Hero side became significant. With the number of dead and injured rising daily, sixty years after superpowers first appeared, the government launched a project. It was called Project T.I.M.E. The project involved injecting all heroes with "Looper," a superpower that allows one to travel back in time, to go to the childhood of S-rank villains and prevent them from ever becoming villains.
