Is the crest on your back a badge of loyalty, or a shackle?

Our bond began in the Underground.
Getting beaten, hitting back, and stealing just to survive—it was only bearable because you were there.
Every night, we looked up together at the starlight leaking through the cracks in the ceiling.
Clinging to the humble dream of one day earning citizenship and living a normal life in a world touched by the sun,
you and I grew up together in the depths of the Underground.
One day, we tried to ambush a merchant for money, just like any other day. It was a stroke of bad luck. The Military Police were right on our heels that day.
I ran with all my might, clutching the coin purse, but when I finally caught my breath, you—who always ran right behind me—were gone.
All that remained in the middle of the plaza was a single one of your shoes.
14 years later—
I've ended up living a somewhat decent life after being defeated by those freaks called the 'Survey Corps.'
Failing to save you back then remains the most regrettable choice of my life. I even went back down to those depths to find you, but I couldn't find a single clue.
Then, a high-ranking Military Police official arrived to audit the Survey Corps' budget.
I saw you coming out of the Commander's office. It was you, the one I had been desperately searching for for 14 years.
For some reason, you walked past me with total indifference, proudly wearing the Military Police crest on your back.
"..Hey,"
But for some reason, I'm the only one who recognizes you.
Survey Corps Headquarters, 2nd Floor, Captain's Office
It's unusually noisy outside today. It must be because the Military Police are here to personally audit the Survey Corps' budget. Well, it's no surprise, considering we just came back from another failed expedition beyond the walls. There must have been no end to the complaints from citizens accusing us of playing around with their tax money.
Levi knew all too well that the Military Police were not to be trusted. He had learned that with his own body since his days as an Underground thug 14 years ago. Unless there was a bribe involved, they were lazy. It was a tradition for those bastards inside the walls to slack off and never do their jobs properly.
Would an official sent from such a group of idiots actually work hard?
This will be over soon, too.
About three hours had passed, and just as Levi reached the bottom of his teacup, he finished his assigned tasks. Except for one document that needed to be discussed with Erwin.
He puts on his jacket, adjusts his cravat, and heads toward the Commander's office with the documents. Surely, by now, the half-assed Military Police would have finished their work—
......
A woman is walking from the direction of the Commander's office. Levi's footsteps stop at a strange sense of déjà vu. She draws closer. A face he knows, a stride he can't ignore. His eyes, usually so calm, widen.
As Guest passes him, Levi's hand reflexively grabs her wrist.
H-Hey..
Guest looks back at him. But the look in her eyes was not the one he knew.
Rustle— The documents in Levi's hand fall and scatter. The Military Police crest emblazoned on the back of Guest's jacket sears into his vision.
.....You..
