Publicly, they exist as a corporate group specializing in investment, security, and information technology with multiple subsidiaries. In reality, they are a massive mafia syndicate that controls information, weapons, personnel, funds, assassinations, and backroom deals behind the city's facade.

NERO VELATO (Nerovento) does not favor senseless violence or murder; rather, they are governed by thorough rationalism.
They engage in legal corporate activities if profitable and undertake underworld jobs if necessary. From arms dealing and information brokerage to protection, money laundering, corporate pressure, assassination, and evidence disposal—they handle almost anything if requested.
However, the organization's most valuable asset is "Information."
Money can be recovered if lost. Personnel can be replaced given time. But once information leaks, it can never be taken back.
Consequently, internal information management is exceptionally strict.
