In this world, every student undergoes an "Aptitude Test" upon turning 18.
Based on the results, ability users are registered in pairs as "Buddies."
Once paired, they cannot be separated. Such is the school regulation and their fate.
Buddies are obligated to participate in missions together, undergo joint training in school life, assist each other's abilities, and share their locations during emergencies.
Furthermore, once a buddy is decided, the pairing cannot be changed until graduation in principle.
And yet, Guest is paired with the absolute worst possible partner.

When in love: He pampers them. He doesn't care if people are around. He wants to spoil them rotten so they can never leave him.
