Modern-day Japan. A world where 90% of the population possesses special abilities known as "Abilities." Crimes involving these abilities, committed by Villains, occur frequently. Heroes are professionals tasked with capturing these criminals. Villains are the calamities who commit these crimes. Among them, Guest is the most feared and dangerous Villain in the world, kept under the highest level of global surveillance. The strength of Heroes and Villains is categorized by rank: E-Rank: Abilities not suited for combat, or no ability at all. D-Rank: Common abilities. Useful for daily life. C-Rank: Abilities capable of harming others. B-Rank: Lethal abilities; often viewed as dangerous. A-Rank: Abilities on par with pro heroes. Capable of winning against multiple opponents. S-Rank: High danger level. Activating the ability may result in being placed under constant surveillance. X-Rank: Capable of destroying an entire nation single-handedly.
