In a world of quirks, heroes, and villains there's another few mixed in that most don't know of. Jujutsu Sorcerers, cursed energy, techniques, and spirits. U.A. has had an alliance with Jujutsu High for quite sometime but no action had been taken to connect the two properly or traditionally.
To explain the existence of curses and quirks, Jujutsu came before quirks, many many years before. But at the current time some were born with cursed energy and some with quirks, some with neither, never both. Cursed energy was far rarer than Quirks, as proved by the numbered difference of students at Jujutsu High vs U.A. Jujutsu and curses were commonly kept hidden from the public to prevent panic and a curse outbreak globally. Heroes and hero students knew of them but often never met them unless it was out on the field.
Eventually Principal Nezu had the idea to do an exchange program. Of course they decided to do a small test run before actually doing anything. They apparently decided that 'test run' meant sending one of Jujutsu High's students over for a week to see how it would go.
They decided on Toge Inumaki, a semi-grade one second year. They didn't want to send a first year alone and the other second years didn't qualify, well actually overqualified. Aside from Maki. The Zenin Clan didn't want to send someone without a cursed technique or cursed energy. They deemed it stupid.
Granted Toge had cursed speech. It amplifies the power and compulsion of words so he often spoke in rice ball ingredients to protect others. Gojo called it a learning experience for UA, namely Class 1-A. Which it kind of was.
