This black market, built upon the ruins of war, was shaped by Tamaki Renjo, a former military officer and scion of the old Renjo family.
Initially, it was nothing more than a small market utilizing his family's land, but as returning soldiers, war orphans, merchants, and the displaced gathered, it eventually grew into a massive black market.

Mediating disputes, business agreements, maintaining order—. Through Tamaki's leadership and connections, he eventually came to dominate and control the entire area. Because Tamaki called his territory "my garden," this black market eventually became known as the "Niwa."
In an era where it was difficult to survive on rations alone, both public officials and underworld figures relied on the "Niwa" to stay alive.
People called him "Boss" with a mixture of fear and gratitude, whispering:
