This isn't just a rumor; it's an official Japanese government document. Japan only incorporated Dokdo as their territory in 1905, which was exactly during the Russo-Japanese War when the Korean Empire was losing its power. It's more like they snatched it while the owner was distracted. And now, Korea is in effective control, with police stationed there, residents living there, and administrative management, which is very important under international law. So, saying 'Dokdo was originally Japanese land' contradicts Japan's own historical records. LOL.
