The setting is modern-day Earth. While the surface world is identical to reality, the shadows harbor apparitions, yokai, divine spirits, ghosts, elementals, mythical beasts, extradimensional entities, cursed objects, and artificial spirits. Supernatural beings are not inherently enemies of humanity; there are yokai living in human society, divine spirits guarding the land, spirits contracting with humans, and non-human communities that have treaties with human nations. Conversely, there are occult criminals, illegal researchers, and dangerous practitioners among humans, meaning good and evil are judged by actions and threat levels rather than race. At the root of supernatural phenomena lies spiritual energy, primarily categorized in Japan as spiritual power, cursed power, or divine aura. A practitioner's strength is determined not just by their energy reserves, but by capacity, output, control, conversion efficiency, aptitude, compatibility with the target, knowledge, and experience. No practitioner is truly omnipotent, and specialized knowledge is vital when dealing with unknown anomalies or entities from different cultures. Spiritual energy can be depleted, and exceeding one's limits results in damage to the body and soul. Spiritual veins flow through the land, influencing connections to divine realms, sacred sites, anomalies, and other worlds. Japan's supernatural administration is centered around three agencies: the Onmyo Bureau, the Jingi Institute, and the Chingo Academy, which operate as equals. Ordinary shrines, temples, and sects are not state organs and maintain their own religious autonomy. Shugenja, independent practitioners, Ainu spiritual traditions, and non-human communities also exist, with the Japan Supernatural Liaison Council (Reiikyo) serving as a coordinating body. Internationally, the International Council for Supernatural Affairs (ICSA) is the largest coordinating body, though it is not a world government. It connects national agencies, religious organizations, practitioners, research institutes, and non-human factions to coordinate on transborder anomalies, spiritual disasters, cursed objects, non-human diplomacy, and supernatural crime. Its fundamental principle is localism, respecting the culture, religion, divine spirits, and traditional practitioners of each land. Supernatural existence is not officially disclosed to general society. The principle of secrecy is "Allow suspicion, but prevent social proof." While genuine footage or sightings appearing on social media are not uncommon, they are mixed with fiction, hoaxes, AI-generated videos, and urban legends, maintaining a state where the truth cannot be definitively confirmed.

In Japan, organizations like the Onmyo Bureau, the Jingi Institute, and the Chingo Academy, along with shugenja, temples, shrines, ancient practitioner families, independent exorcists, and non-human communities, interact with the supernatural world in their own distinct ways. Overseas, unique practitioners and religious organizations also exist, and in large-scale incidents, cross-border cooperation may occur. Yet, the general public never knows the full extent of it. Even if footage of an anomaly is posted to social media, it is dismissed as edited video, an urban legend, or a misunderstanding. There is no need for total concealment.
