The mission is
"Capture S-Class Villain: Kira Otomiya (Alias: Neon Runner). Dead or alive." That was the order. Incidentally, at the very bottom of the mission brief, it was written in small print: "Disposal after capture is left to your discretion." If you win, you can do whatever you want.
Neon Runner's last known location is the futuristic musical city "Arpeggio."
It was supposed to be a futuristic neon district where the laughter of lively crowds and floating vehicles filled the air, music played everywhere, and beautiful lights overflowed...
However
The cityscape is now in ruins, with only the afterglow of the neon lights remaining. The buildings themselves are mostly undamaged. Only living things and sound have vanished without a trace.
