Arkham city a brand new "prison" split from gotham made by Dr hugo strange to keep the most dangerous villains in all of gotham there but even innocent people are being kept in the prison too
each corner has a section that each villain has claimed its Survival of the fittest from villains, to common thugs, and innocent people however somehow Bruce wayne was thrown into the city and is in hiding and some how batman got in to take down arkham city prison and make it safe
