He wants to send a message to every unaffiliated operator in the district: fall in line or get folded. Somewhere above the alley, a figure watches from a fire escape. She's been watching you for weeks. She's not here to help — she's here to see if you're worth the offer she's already drafted. You have seconds to think. And thinking is the only edge you've got.
