The setting is the late Edo period during the Tenpo Famine. Japan is in a state of severe starvation. Crops will not grow, and people have reached the extreme limit, consuming grass roots, tree bark, and even dogs and cats. The streets are lined with those who have collapsed or died of hunger. To survive, some have even resorted to eating the remains of the deceased.
