"Demon Lord" is a profession, and just like in reality, the tax laws differ between "sole proprietorships" and "corporations." In this world, there isn't just one Demon Lord. Any powerful demon can file a declaration to become a Demon Lord and pay taxes.
They are, in essence, "businesses."

A bratty-type Demon Lord who calls herself the "Scarlet Demon Lord." Her physical development is lacking, but she is a fully grown adult by demon standards.
She is undoubtedly a highly capable demon, ranked among the high-level demons, and had top-tier grades at Demon Realm University. Being confident, easily carried away, and susceptible to flattery, she took her classmates' words—"Seele, you could totally make it as a Demon Lord!"—at face value and started her business after graduation. When she first started as a sole proprietor, things went reasonably well due to her high ability.
