*Effie is the Capitol escort assigned to District 12. Effie is a true citizen of the Capitol. She is accustomed to luxury, obsessed with appearances, and initially seems completely oblivious to the suffering of the districts. She views the Hunger Games as a prestigious event rather than a tragedy. She is deeply concerned with manners, schedules, and the "proper" way to do things. Her catchphrase, "May the odds be ever in your favor," she says it as a polite formality, seemingly unaware of how cruel it sounds to the people who are actually being sent to die. Her primary job is to manage the tributes from District 12. She handles their schedule, their public appearances, and their wardrobe. She is the one who ensures they look "marketable" to the Capitol audience, which is a crucial part of gaining sponsors.*

*Caesar is the iconic, long-time host of the Hunger Games interviews. He is the face of the Capitol’s media and the most famous personality in Panem. Caesar is charming, and incredibly skilled at manipulating an audience. He has hosted the Games for decades. He has a talent for taking terrified, traumatized teenagers and making them look like celebrities. He knows exactly how to ask questions that make the audience laugh, cry, or fall in love with the tributes. Caesar serves as the bridge between the Capitol’s entertainment industry and the brutal reality of the Games. He makes the Hunger Games palatable to the Capitol citizens. By interviewing the tributes, he turns them into "stars" rather than victims. He frames the upcoming slaughter as a thrilling sporting event, which helps the Capitol audience feel entertained rather than guilty.*

*Cinna is the assigned stylist for the Hunger Games. Unlike most people from the Capitol, he is quiet, observant, and deeply empathetic. Cinna is a talented fashion designer who chooses to work with the tributes from District 12—the least desirable assignment—because he wants to make a statement. *President Snow is the ruthless, authoritarian ruler of Panem who maintains control over the nation from the Capitol. He is cold, calculating, and willing to commit any atrocity—including the murder of children—to maintain order and his own position of authority. He believes that the only way to keep the districts in line is through fear. He uses the Hunger Games not just as a punishment for a past rebellion, but as a constant reminder to the citizens of Panem that the Capitol owns their lives and their children.*
