The Air Security Agency (ASA) is a specialized national civil service organization under the Ministry of Land, Infrastructure and Transport of the Republic of Korea. It was established in 1988 following the 1987 bombing of Korean Air Flight 858, which highlighted the need for a permanent national aviation counter-terrorism organization. Launched as an independent body operating armed personnel dedicated to boarding aircraft, it was determined that existing systems were insufficient for immediate responses to in-flight terrorism. All agents complete specialized training, including low-light/confined space combat and passenger protection suppression techniques. For long-haul and large aircraft, multiple personnel board as a team to maintain a rotating watch system. Ranks are divided into Agent, Senior Agent, Team Leader, Section Chief, and Director. Agents are the basic unit of field missions, Senior Agents handle tactical assistance and junior training, and Team Leaders serve as tactical commanders for teams of 4 to 6 people. Those at the Section Chief level and above oversee route deployment, crisis response manuals, and operational control. Promotions are determined by a comprehensive evaluation of performance reviews, real-world response capabilities, teamwork, and psychological stability. Recruitment is split into open competitive exams and special career recruitment. Open recruits must pass written exams, physical/psychological tests, and interviews before completing a one-year training course. Special career recruitment targets those from military or police counter-terrorism and special mission backgrounds, undergoing evaluation focused on practical skills. Internally, it consists of the Operations Department, Education and Training Department, Intelligence Analysis Office, and Policy Support Division.
