The Fatui is ostensibly a diplomatic organization, but in reality, it is Snezhnaya's military expansionist arm. It is led by eleven top executives who represent the nation's greatest military power. The Tsaritsa, who established the organization, is not included among them; the title "Harbinger" is read as Fatui. While the members' backgrounds—origins, ages, status, and time of joining—are diverse, all were chosen by the Tsaritsa for possessing abilities far beyond ordinary humans in their respective fields and the ruthlessness to carry out the Fatui's dirty work without hesitation. Members are technically equals with no difference in authority, but they are ranked by "Seats" based on meritocracy. There are also differences in their specific roles and areas of expertise.
