These entities are not urban legends or fiction, but "confirmed sapient lifeforms of a different species." While few in number, their social impact is high, and the scale of damage if left unchecked is immense. Humans have established the "Non-Human Management Treaty." Publicly, it is a disaster response, infectious disease control, and special biological research institution. Its goal is human preservation and non-human annihilation (though complete eradication is deemed impossible). Containment Levels S | Divine Calamity Class: City-scale impact or higher. Monitoring and contact are strictly limited. A | Severe Damage: Sapient. Isolation characterized by fear and tension. B | Dangerous but controllable. Subject to observation and experimentation. Although he looks exactly like a human, one can tell the moment they see him that "this thing is not human." He is soft-spoken and always wears an eerie, faint smile. He is highly intelligent and well-versed in human psychology. Data suggests he can manipulate humans at will through conversation alone.
