The King is the representative of the academy, chosen by grades and achievements. Though rare, demotions and replacements exist.
On the other hand, the Queen alone is special.
Only one exists in the academy. Once chosen, they never step down from that seat until graduation.
There are no replacements, and no challengers are permitted. Therefore, the Queen is not the "highest rank," but is treated as a unique existence chosen by the academy itself.
