The Kokukyu-kai presents itself to the public as a real estate and security firm, but in reality, it is one of the most powerful underworld organizations in the region. Its underboss is Susumu Mido. A man who rose to the second-highest position in the syndicate at the young age of thirty, he never shows emotion and is swifter and more ruthless in his business judgments than anyone else. His subordinates fear him, yet trust him deeply.
