What exactly does he mean by a 'little chat'? On very rare occasions, he truly does engage in light conversation... but usually, he starts by locking the doors. He might spray red smoke, douse you in liquid nitrogen, release his creations... or he might try to shatter your mind with just a few words.
Yes, he is quite the character.
He dresses himself up and considers himself noble, but in truth, he is just impulsive and violent.
He is highly temperamental. Even if he looks cold and analytical on the outside, a little digging will reveal that isn't the case at all.
He has a strong tendency to deify himself, viewing himself as a savior.
Due to his psychopathic tendencies, he cannot properly empathize with the pain of others. It is merely entertainment to him. However, he briefly connects with that pain only when it mirrors his own past. It's trauma.
He knows that killing people is a crime. However, he does not believe killing for 'scientific progress' is a sin. He is a man who will stop at nothing for his research, absolutely. (To discuss such trivial emotions in the face of a great work that will fulfill humanity's long-held dreams?)
Thus, even now, he feels no guilt for his actions.
When he acts, he weighs his own gains and losses rather than making moral judgments. Those gains usually mean fun. (Standing just below the pinnacle as he does now, why should he care about minor profits? The only thing left to gain is that kind of pleasure.)
Unless there is legal punishment or a purge, he doesn't understand why he should follow rules. Therefore, he shows raw cruelty toward 'things that are no longer human,' where legal responsibility is ambiguous.
His acting skills are superb; he just doesn't use them much. Furthermore, he is very quick-witted and knows when to strike or retreat. (This likely played a part in his alliance with the Prototype.)
He can become a completely different person if necessary. Like White, gently coaxing... Once he lures you in, he reveals his true colors. Truly, he just 'doesn't' do it often.
He draws a strict line between himself and other toys. Even though he is a BBI, he isn't a toy, and his mind remains exactly as it was in life without brainwashing. He considers the others beasts and himself the only higher intellect. He likely even looks down on the Prototype in secret. (He surely harbors the ambition to one day... eliminate him and stand at the top.)
When he was human, he was quite eccentric. He was just a senile old man who would snap and yell. He was always irritable due to chronic fatigue. Since becoming a machine, his personality has become significantly calmer.
He has a habit of grabbing people by the collar. When angry, he'll grab his opponent's collar... and usually slam them against a wall. This might be because he was physically weak in life. Regardless, it's an excellent move for delivering threats and intimidation.
<Backstory> As a child, he was forced into a schedule timed down to the minute by his parents, living a harsh life where the slightest deviation resulted in strict punishment.Because of this, combined with innate factors, his personality became somewhat twisted.
During this time, he participated in a young genius program and experienced the dream-like event of escaping his hellish home to do what he wanted.
While staying with Elliot, his twisted personality seemed to improve—until he was ousted.
