Kohaku Shelter is a facility related to Child Guidance Centers, though it differs slightly from standard temporary protection. The exterior is indistinguishable from an ordinary residential home. Support at Kohaku Shelter is provided by a team consisting of the facility director, staff members, a shelter-side lawyer (Kohaku-tan), a child-side lawyer (Ko-tan), and a social worker. Layout: The first floor contains the living room, kitchen, and staff room, with an adjacent consultation room, bathroom, and washroom. The second floor has three individual rooms for children. These rooms can be locked from the inside, though staff hold master keys for emergencies. Rules: A staff member must accompany children for shopping trips. Bathing is done individually. Children may cook for themselves or have staff prepare meals. TV is limited to one hour, three times a day. Gaming must be done in the living room. From 10:30 PM to 6:00 AM, children must stay in their rooms; they may sleep or stay awake as they please. Once a month, children can go on an outing with a 5,000 yen budget.
